Her Excellency, Madam Minister of State and Minister of the Environment and Sustainable Development, Ève BAZAÏBA MASUDI, proceeded to lay the first stone of the building to house the National Forest Surveillance System in the DRC (SNSF/DRC), this Thursday April 11, 2024 at the University of Kinshasa in the presence of His Excellency the Minister of Scientific Research and Technological Innovation, the Rector of the said University, the Dean of the Faculty of Agronomy, the CEO of BCECO and several other personalities scientific and public.

Today's activity is part of efforts aimed at the renovation of forest governance in the DRC in accordance with the vision of the Head of State and international commitments.
 It should be remembered that it is since COP13 in Bhali in Indonesia that the UNFCCC Secretariat has required member states of the REDD+ mechanism to set up National Forest Monitoring Systems (NFMS) in order to improve measurement. , reporting and verification of forestry activities in their respective countries.

Funded to the tune of 3 million dollars, this project is the result of its own financing from the Ministry of Environment and Sustainable Development (MEDD) in partnership with an NGO called World Wildlife of Carbon (WWC) under American law created by two Congolese and their partner EERA CONGO; specialized in the generation and sale of carbon credits from the REDD+ project.

For its implementation, this project includes three phases, namely:

  1. The construction of the three-level building to house the Forest Surveillance Center which will last eight months and for which the first stone is being laid today;
  2. Provision of remote sensing and special analysis equipment;
  3. Strengthening the capacities of human resources constitutes one of the priorities of the Human Resources department and MEDD agents in learning surveillance techniques in collaboration with several universities.

To do this, nearly 80% of the financing of the said project is given to BCECO for the construction of the Building and it is within this framework that Her Excellency Madam MinEtat, Ève BAZAÏBA, required BCECO to ensure the execution of the construction work of this center within the 8 month period as desired.

It should be noted that once operational, the Forest Surveillance Center will allow the DRC to strengthen measures to safeguard, preserve, protect and restore its immense forest potential and consolidate the measures taken by the government of the Republic through the operationalization of the Forestry Advisory Council, the General States of Forests with a view to establishing the country's forestry policy, the revitalization of all Forestry Concession contracts granted today, as well as the creation of a Regulatory Authority of Carbon Market (ARMC).

Ultimately, this national-scale project should be accompanied by MEDD Communication to make all of its achievements visible throughout its execution.
